The APG conducted a three-day joint-agency Pre-Mutual Evaluation Planning (P-MEP) visit to Bhutan from 13–15 May 2026, ahead of the commencement of Bhutan’s mutual evaluation process in early 2027.
The visit focused on opportunities for enhanced interagency cooperation and better-targeted technical assistance and training.
During the course of the APG visit, Bhutan demonstrated its high-level commitment to addressing the deficiencies identified in its previous AML/CFT assessments ahead of its 2027 mutual evaluation. The meetings with Ministers and leaders across government showed political commitment and a strong approach to coordination in preparing for the mutual evaluation.
“This mutual evaluation is viewed as more than just a compliance exercise. We can use this opportunity to identify and actively strengthen the gaps in Bhutan’s AML/CFT framework,” Governor from Bhutan Royal Monetary Authority, Ms Yangchen Tshogyel said.
The participation of the APG delegation, which included representatives from the International Monetary Fund, India, Thailand and the Secretariat, was supported through a generous voluntary contribution from Canada.

The workshop involved officials from across agencies to identify “quick wins” and prioritise practical measures to drive reforms and deepen implementation in keeping with Bhutan’s identified risks.
The APG will continue to support Bhutan’s AML/CFT priorities and will work with donors and providers to identify opportunities to fast-track technical assistance to address priority needs.
