The Asia/Pacific Group on Money Laundering (APG) participated in the International Conference on Combating Online Scams, hosted by Cambodia on 23–24 September 2026. The conference themed, “Acting Together towards Breaking the Chain and Eradication of Online Scams”, brought together governments, law enforcement agencies and regional and international organisations to strengthen collective responses to the rapidly evolving threat posed by online scams.

The conference reflected Cambodia’s ongoing efforts to address the risks associated with online scams and cyber scam hubs, supported by engagement with the APG and other regional and international partners.

Acting Executive Secretary, Suzie White, attended the conference and emphasised the important role of international cooperation and anti-money laundering measures in disrupting cyber-enabled fraud and the criminal networks behind it. She also highlighted findings from the APG’s recent Cyber Scam Hubs and Human Trafficking typologies report, co-led by Indonesia and the United Nations Office on Drugs and Crime. The report identified best practices to support regional and global efforts in combatting cyber scam hubs and associated human trafficking.

“Online scams and cyber-enabled fraud are crimes that affect millions of people around the world, with their impacts keenly felt across the Asia/Pacific region. Our focus has now shifted from understanding cyber scam hubs to promoting domestic, regional and global responses to combat online scams.”

The APG welcomed the adoption of the Phnom Penh Declaration, which reinforced the importance of coordinated international action to disrupt online scam networks, trace and recover criminal proceeds, strengthen public-private cooperation and protect victims. These commitments closely align with the APG’s work to mobilise anti-money laundering tools and international cooperation against fraud and associated money laundering.
