About APG
Co-Chairs

At the APG's first Annual Meeting in Tokyo, Japan (March 1998) the membership established two Co-Chairs: 

  • A chair held by Australia (as host of the Secretariat); and
  • A rotating chair occupied for a two-year term by another APG member.     

The current Co-Chairs are Commissioner Tony Negus (Australia) and  Shri Arun Mathur (India) as follows:

Commissioner Tony Negus (Australia) - appointed 2009

Australian Federal Police (AFP) Commissioner Tony Negus was appointed to his role by the Prime Minister of Australia in September 2009. As Commissioner, he also assumes the permanent APG Co-Chair role on behalf of Australia pursuant to the APG Terms of Reference.  

Commissioner Negus has been with the AFP for 28 years, working in community policing, federal investigations, human resources, training and protection. He holds a Masters Degree in Public Policy and Administration and a Graduate Diploma in Executive Leadership. He has also completed the Executive Leadership Program at Harvard University and is a member of the Australian Institute of Company Directors. Commissioner Tony Negus was awarded the Australian Police Medal in June 2005.

Shri Arun Mathur (India) - appointed for term 2011-2012

Mr Arun Mathur is a lawyer and member of the Indian Administrative Service and is a Secretary to the Government of India. Besides working in different administrative capacities, he also represented the country as Advisor for the Mission of India to the European Union (Brussels). In the Ministry of Home Affairs, he handled sensitive work relating to the North-East of India, including policy formulation and strategies to deal with insurgencies and terrorism in the region.  As a Director in the Prime Minister’s Office, he was involved with policy making at the highest levels.  Mr. Mathur is currently head of the Directorate of Enforcement of the Government of India.  This agency is the primary agency responsible for AML/CFT investigations.  In this role he was responsible for major amendments to the Prevention of Money Laundering Act.    Mr. Mathur has had significant involvement with the FATF and with the APG.   He was the Co-Chair for the APG Typologies Working Group meetings at Cambodia in 2009 and Kochi, India in 2011. 

Shri Arun Mathur replaces Shri K Jose Cyriac who acted as the Indian Co-Chair from July 2010 to July 2011.

Previous Co-chairs

Previous rotating Co-Chairs have come from the following APG members:

  • Philippines, Department of Foreign Affairs, 1998-2000;
  • Malaysia, Central Bank of Malaysia, 2000-2002;
  • Korea, Korea Financial Intelligence Unit, 2002-2004;
  • Japan, Japan Financial Intelligence Office, Financial Services Agency, 2004-2006;
  • Indonesia, Indonesian Financial Transaction Reports and Analysis Centre, 2006- 2008
  • Singapore, Commercial Affairs Department, 2008-2010.  

Incoming Co-Chair, 2012 - 2014:  Peoples Republic of China

China was unanimously and formally endorsed at the APG's 13th Annual Meeting as the incoming Co-Chair (for 2012- 2014).  As incoming Co-Chair, China will be part of the APG Steering Group commencing 2011, and will host an APG Annual Meeting.
