Information collected and generated by the APG in the course of its business is a strategic business asset of the membership and is a resource independent of APG business requirements.
Effective communication of that information to stakeholders and, on a more limited basis, to media outlets, including information about APG processes and procedures, is critical for the success of the APG’s mission for several reasons including:
- the large geographical spread of its members and observers;
- the cultural, linguistic and economic diversity of its members and observers;
- the fact that the official language of the APG (English) is not the first language for many members and observers;
- members and observers are only able to meet as a group once or twice a year (at the APG Annual Meeting and APG Typologies Workshop); and
- the complex, technical and evolving nature of the APG’s mission.
This Strategy outlines the principles, objectives, stakeholders, primary tools and activities for APG information and communications.
In September 2003 members endorsed a Communications Strategy to promote feedback to the APG Secretariat in order to continuously improve communication mechanisms. In 2005 the APG membership agreed that specific Communication Action Plans made pursuant to that strategy, which had previously been prepared annually, should be incorporated within Annual Business Plans.
This document (click on "Documents" on the left for a copy) updates and replaces the Communications Strategy originally adopted in 2003.
The APG has 41 members in which there are varying levels of commitment to implement the standards as well as a great diversity in economic size and institutional capacity. There is also a great diversity of political and economic structures.
These factors directly affect the levels, nature and speed of communications and demand for information.
Since its establishment in 1997, the APG has grown in membership, functions and tasks and, consequently, in the volume of data and information it collects. The 1st and 2nd round of APG mutual evaluations, the APG’s various working groups, the APG Typologies Program, the TA&T program, the APG Annual Meetings and various other APG functions and tasks have added to the amount of information collected.
As at May 2008, the APG Secretariat’s electronic filing system alone contained over 58,000 files and 5,200 sub-folders. This does not include the centralised email system used by the Secretariat (email@example.com), nor the individual email systems of Secretariat staff. The paper filing system is also growing (albeit at a slower rate than the electronic filing system).
The primary stakeholders of this Strategy are:
- APG members;
- APG observer jurisdictions and organisations;
- APG Co-Chairs and Steering Group; and
- APG Secretariat.
Secondary stakeholders include:
- FATF-style regional bodies not yet observers of the APG;
- private sector banks, non-bank financial institutions and designated non-financial
businesses and professions across the region;
- non-members/non-observer jurisdictions and organisations in the APG region;
- international and regional (Asia/Pacific) media;
- specialist media (criminal/legal/business);
- public and private sector professionals and academics in the region; and
- general public (communities of the Asia/Pacific region).
APG information includes:
- Primary source documents
- Mutual evaluation reports and associated documents
- Mutual evaluation progress reports;
- Statutory instruments and other official documents from members/observer jurisdictions;
- Jurisdiction reports;
- Research material and papers;
- Conference and workshop presentations;
- Typologies information;
- Documents relating to technical assistance and training;
- Policy and procedural documents;
- Meeting documents including briefing papers;
- APG reports to members and observers (including Annual reports, Business reports etc,and newsletters);
- Information received from other AML/CFT bodies;
- Internal and external communications (including emails, letters, faxes, etc).
The Secretariat shall continue to be the primary custodian of APG information and holds that information for the benefit of the membership and in order to achieve the APG’s business objectives.
Information received by the APG Secretariat from members shall not be disseminated to third parties unless necessary for the proper functioning of the APG in accordance with the APG Strategic Plan and Annual Business Plans (e.g., communicating with donors and providers, filing of reports with APG members or agencies who have provided funding for a specific mission etc.).
Except as otherwise provided in this document -- requests for information by persons, agencies, governments or organisations on the activities of specific APG members or observers that the Executive Secretary deems inappropriate or not necessary for the business activities of the APG, shall be denied.
